#The Two Fields site at Staines Hill owned by Bellway Homes – Any update on (i) new PROWS application made to KCC by the parish council and Update for(ii) The Sturry and Westbere Two Fields Action Group application to try and get Village Green status on the Two Fields site. - TO RECEIVE the Clerk narrative of the CPRE short guide to the Planning White Paper and the eight major changes within it
- TO NOTE the CCC Governance committee on 07 October 2020 voted to abolish the Forums throughout the district. (More information on the planning appendix)
- TO NOTE the CCC Governance committee voted on 07 October 2020 to withdraw parish councils’ right to call-in an application to the planning committee and withdraw the trigger of 4 or more objections for an application to go to planning committee with this going to be ratified by the CCC Committee of Council on 15 October 2020 (more information on the planning appendix) – to receive update from the result of the 15 October CCC meeting.
- TO NOTE New water quality advice from Natural England that will have an immediate impact on planning applications for new homes in and around Canterbury and Herne Bay because of the legal protection for water quality of Stodmarsh Nature Reserve (more information on the planning appendix)
- Correspondence from the Mayor of Fordwich – “Fordwich looking forward” and two potential development sites (more detail on the Clerk report)
- TO NOTE the Clerk will attend a CCC “Our future district to 2040: Local Plan Transport virtual Conference” held on 21 October 2020. TO DISCUSS key priorities for this meeting: Traffic segregated cycling route, railway crossings. securing efficient connections to railway stations, and control of dangerous large loads and high polluting traffic from the A28

- TO NOTE that the Clerk has commissioned the climbing inspection for the feature tree in the churchyard to inform of its condition and TO NOTE that the Clerk has placed an order for a new Cherry tree to be planted on the village green (as per the CCC capital grant given)
- Any UPDATE rea Member grant from KCC Cllr Alan Marsh of£1,250 given to the parish council to administer tomitigate the effects of coronavirus on residents of Westbere.
- Update on the future of Concurrent Function Funding – TO NOTE the Clerk will have attended the virtual KALC meeting on 15 October and TO RECEIVE an update from the virtual CCC rural representatives special non-public meeting which will have been held on 19 October 2020. (CCC report then going to Policy and Resources Committee on 11 November)
- TO NOTE that the current grass cutting and grounds maintenance contractor has confirmed that there would be no uplift in his tender for the 2021 season and TO RESOLVE to offer him the contract for 2021
- TO RECEIVE an End of Quarter 2 income and expenditure against precept/budget headings and TO NOTE this has been uploaded to the website to satisfy Transparency Regulations
11. Website and website accessibility regulations
TO NOTE that the Clerk has created and published an Accessibility Statement and uploaded this to the website. However, TO NOTE Cantium Business Solutions have now said they cannot host Kent parishes. They will host the existing website to 1 January 2021. TO DISCUSS and RESOLVE an alternative provider that meets the WCAG 2.1 Level AA Standards required.

TO NOTE WVPS intend to hold a COVID secure Remembrance Day event on the Village green on Sunday 8 November 2020
TO NOTE that the Clerk will attend the KALC free of charge Net Zero/Environment event on 3 November in partnership with Kent County Council and the Kent & Medway Environment Board. Speakers from Kent County Council, National Association of Local Councils, Kent & Medway Environment Board and KALC will look at raising awareness of the work that is taking place at national, county and local level on climate change and what we can all do to encourage increased participation and action to deliver Net Zero for Kent.
14. Update re resident-led project to explore householder interest in exploring BT Community Fibre Partnerships to get high speed broadband to more households in the village with Fibre to Cabinet service. TO NOTE that since the last meeting this has been advertised with a leaflet drop to all households by Cllrs, with a deadline date for expressions of interest to be made to the resident by 31 October 2020.
15. Possible lengthening of the Sturry train station platforms:
TO NOTE letter sent to Sir Roger Gale MP on 12 August 2020 seeking his support ahead of a letter to the Secretary for Transport, Grant Shapps, that the Sturry station be included in the East Kent Resignalling Scheme phase 3 – and TO NOTE that Sir Roger agreed to raise this with the Secretary for Transport when Parliament resumed. TO RECEIVE any update.
