This meeting will be held using Microsoft Teams as a virtual hosting platform.
Members of the public may still “attend” the meeting either online or by telephone
but to do so will need to contact the Clerk for details of the
meeting link or phone number and the PIN code for access to enter.
If there are members of the public “present” at the meeting there will be an adjournment of the meeting. This is the only opportunity during the meeting for residents to speak.

1. The Chairman’s opening remarks and apologies for absence
2. Declarations of Disclosable Pecuniary Interests and Other Significant Interests and Voluntary Announcements of Other Interests, and a reminder to think of any changes to the DPI registerheld at CCC, such as change of job or home.
3. To agree as a correct record the Minutes of the last meeting held 17 March 2020 (and TO NOTE that these will be signed by the Chairman at a later meeting when meetings are able to resume in person.)
4. Annual Electors Meeting – TO NOTE the previous date of 27 April 2020 was cancelled due to coronavirus restrictions on gatherings and TO NOTE that the parish council intends to reschedule this later in the year when meetings in person and gatherings may take place again.
5. TO NOTE that the Village Green Party scheduled for Sunday 5 July is also therefore under review.
6. The Scheme of Delegation (s101 of the 1972 LGA), provides for delegating authority to the clerk for making decisions on behalf of the council. S101 requires formally agreed Terms of Reference by the Council. Decisions would then require the input of 2 members. TO RECEIVE and ADOPT a Terms of Reference for Delegation of Power and from these TO RESOLVE a Section 101 delegation of power to the Clerk, to be given the power to make decisions on behalf of the parish council in conjunction with at least one councillor, ideally the Chairman.

9. The meeting will be adjourned for parishioners’ questions and comments. This is the only opportunity during the meeting for residents to speak. The period for public participation will last no longer than 10 minutes and a single member of the public is afforded no more than 3 minutes to make their representation, with the discretion of the Chairman.

- Any new applications and planning decisions
- Any update re the Sturry, Broad Oak developments and the Sturry Relief Roadapplication KCC/CA/0091/2019
- The Two Fields site at Staines Hill owned by Bellway Homes – Any updates on (i) new PROWS application made to KCC by the parish council and (ii) The Sturry and Westbere Two Fields Action Group application to try and get Village Green status on the Two Fields site.
11. Financial matters, including bank statements and authorisation ofaccounts (Appendix 3)

The future of Concurrent Function Funding
Canterbury City Council is considering future options for concurrent functions for 2021-2022 onwards. TO NOTE that a written response to the Options Consultation was ratified by email by Cllrs and sent to CCC on 11 April 2020.

13. TO RECEIVE and DISCUSS the Network Rail response to the Freedom of Information request regarding the lengthening works to platforms at Sandwich train station
14. TO DISCUSS a possible date and time for the next meeting/virtual meeting bearing in mind that the Coronavirus Legislation has:
i) disapplied the requirement for parish councils to hold an Annual meeting in May each year. The first order of business at that annual meeting is to elect a Chairman but the current chairman will remain in place until an annual meeting is held unless the council elect one earlier.
ii) The statutory audit deadlines for 2019-2020 have been extended – the publication date for final, audited, accounts will move from 30 September to 30 November 2020 – and to give local councils more flexibility, the requirement for the public inspection period to include the first 10 working days of July has been removed. Instead, local councils must commence the public inspection period on the or before the first working day of September 2020. This means that draft accounts must be approved by 31 August 2020 at the latest or maybe approved earlier where possible.
