5. Highways Improvements Plan/Action Plan – : any updates
ANY UPDATE re a Push to KCC to extend the 30mph limit from Sturry (Fairview Gardens) along the A28 as far as Hersden (will also reduce noise pollution in Westbere).This is in the previous parish plan. And a crash history should exist to support the request.A Traffic Regulation Order would be required which costs in excess of £3,000 – but this might be shared with Hersden, Sturry and Chislet parish councils too? Hersden Parish Council is unanimously supportive of this initiative and will discuss a contribution to costs at their next meeting on 14 November 2019.
6. Reports from County and City Councillors
The meeting will be adjourned for parishioners’ questions and comments. This is the only opportunity during the meeting for residents to speak. The period for public participation will last no longer than 10 minutes and a single member of the public is afforded no more than 3 minutes to make their representation, with the discretion of the Chairman.
7. Tuesday 4 February 2020 from 7.30pm – Invitation to all Cllrs and Clerks of both Hersden Parish Council and Sturry Parish Council to jointly meet – UPDATE
8. Planning – Any new applications and planning decisions
- TO NOTE the parish council response (detailed on Appendix 2) to the CCC review of the Canterbury District Local Plan (CDLP) which will set out the vision to 2040. Consultation on their scoping report at www.canterbury.gov.uk/scoping-report
- TO NOTE that CCC have invited parish councils to individual sessions in relation to the CDLP and TO RESOLVEto arrange an informal meeting ahead of the session with CCC to agree discussion topics.
- Any update re the Sturry, Broad Oak developments and the Sturry Relief Roadapplication KCC/CA/0091/2019
- The Two Fields site at Staines Hill owned by Bellway Homes – Any updates on (i) new PROWS application made to KCC by the parish council and (ii) The Sturry and Westbere Two Fields Action Group application to try and get Village Green status on the Two Fields site.
9. Financial matters, including bank statements and authorisation ofaccounts (Appendix 3)
- Appendix 3 Finance Schedule to be initialled by the Chairman of the meeting.
- Any UPDATE on the provision of a backless bench
- TO NOTE thebank mandate given to the bank requesting deletion of two signatories and adding a new Cllr signatory has not been processed – so TO AGREE and SIGN a new bank mandate to remove two old signatories and add both Cllr Williams and Cllr Hopkins as new signatories (they will need to present themselves with ID in branch to do this)
- TO NOTE a capital grant for 2020-2021 was submitted on 30 September 2019 to CCC for a new tree and tree guard to be planted on the village green
- TO RECEIVE an End of Quarter 3 income and expenditure report and TO NOTE that this was uploaded to the parish council website to satisfy the Transparency Regulations
- o Website Accessibility Regulations and current KCC EIS website hosting – TO NOTE the new Website Accessibility Regulations and requirement for compliance by September 2020 and that the current website host will introduce a charge to host with effect from September 2020. TO RESOLVE to appoint KCC Cantium as the new parish council’s website host at £995 for the first year and £675 for the subsequent years (based on a 3-year contract)
10. Environment:
Overgrown bank at Walnut Tree Lane – UPDATE
Village green Cherry tree – tree works: TO NOTE the preferred contractor has been appointed to: Remove dead wood, trim all round to neaten and shorten the heavy, low horizontal limb to an upright growth point around 2m from the stem. (Conservation area consent has now been given.)
Trees in the churchyards – following the tree survey of all the trees in the churchyards and site meetings with two contractors and prioritisation of works – TO NOTE Conservation area consents have now been given and the preferred contractor contacted.
11. Possible tree stump art sculpture for feature tree in the West Churchyard, should this tree be felled – TO DISCUSS next steps re resident consultation, consultation with WVPS, possible designs etc.
12. Clerk Report and Correspondence (Appendix 4) – for any items not already covered elsewhere
13. Environment: TO SEEK a Cllr to undertake a daytime walk with the Clerk to inspect the village drains
